Parts are available, both from Evinrude dealers and several private sellers.
There is a rubber diaphragm in the pump. Fuel is going through the diaphragm (it should not). There are three styles of diaphragms, one of the three is replaced by the newest style.
The oldest ones have a metal push rod on the pump. The lower end of that push rod has a threaded end with a nut, and two metal support discs, one on top and one on bottom of the diaphragm. If the nut comes loose, it will squirt gas around the rod. Likewise, it will also leak if the support discs are bent or rusted, or if the end of the push rod is rotted off. All these are very common problems.
If you have the plastic push button, the diaphragm has a hole in it. Obviously. the cure is replace the diaphragm. Update it if it has the riveted support discs.
One last hint to make you an expert. Back to the metal push rods, the knob is supposed to spin freely on the rod. If it is stuck and won't spin freely, you tend to unknowingly rotate it when pushing it, and that unscrews the nut off the bottom. Moral is if you rebuild it, make sure you get that knob freed up.
