Galvanic isolator shocking me

I have purchased a 2000 Pro-Line boat with a galvanic isolator on it. I found 2 green wires disconnected on one of my thru-hull fittings. I skinned the wires and went to put ends back on them and got shocked. I realized that by disconnecting the shore power I eliminated the shocking hazard. I am not familiar at all with this device, can anyone offer any suggestions. I also touched the "hot" green wire to the fitting in the boat and it buzzed and hummed and sounded like the water below the fitting was boiling. I have that wire disconnected so I can use the shore power.
