Are you sure it gas??? my father in law thought mine was flooded the first time we took mine out. he thought the rainbow effect on water was fuel, but the trim cyclinder had oil on them from where i had drained and worked on them. so are you sure it fuel and not oil leaking out of something? it may be carbs are stuck and leaking out extra fuel as you lower motor into water. mine does leak a little what ever fuel is in carbs as i turn motor off after trailering, does have a drop of fuel come out as i tilt it up. so it may be just extra not burning off! or you may have a line with a hole. look around tell us more info about what you find and let us help.

Does the motor run well? Does the primer bulb stay firm when you pump it? Like rosser said check the oil level in the trim motor and in the lower unit, you'll get this narrowed down quick enough.

Probably a leak from the carbs.
My old 7.5 HP slowly drips fuel from the carb while running. I've rebuilt the entire carb and it still does it. Fuel pools under the carb and exits through the little holes in the lower cowling.
As far as I'm concerned, as long as it runs good I don't care if it drips a little. Fire is of some concern but so far, so good.

Then you should focus on the gas leak inside of the engine cowling. Try to clean up as much as the spilt fuel as you can with a bit of carb cleaner and some shop rags and get it so you can tell where the fuel is dripping from. get it on some muffs or better yet on the water and run it with the cowling off and watch for drips. It is more than likely the carbs leaking a bit. But it is worth the effort to ensure it is not a loose fuel line that can be fixed with a zip tie. I don't believe you have two fuel pumps, only one. They usually don't leak they just stop working or don't work as well as before. Normally the fuel pump will cause running problems when they go out.
