Fuel tank vent

I found my problem. Fuel tank vent not venting. 2 hoses coming out of the top of the fuel tank ran into a T fitting and then to the engine. I wonder what the first owner or dealer was thinking. I know one is the vent and will find out which one in the morning. My question is, do I have to put a check valve on the vent hose and or where should I run the vent hose? I don't want fuel to splash out or water to get in. The tank is enclosed in the hull and hull is of course vented.

The vent hose should run all the way up to the top of the gunnel or transom, then loop it back down about 4-6", and put a thru hull vent at that point.
