fuel tank access panel

I have ripped up the old carpet on my boat and have found an access panel screwed down. I unscrewed part of it and found that underneath is the fuel tank. This board doesn't look like it is sealed down very well. It is caulked in with silicone. Underneath, it was damp but the tank was in good condition and not foamed in and I haven't found one soft spot yet. Should I just leave this be or should I re-seal this access panel? Any advice is appreciated.

I did what I took from a previous post:

Do you have access to your fillerneck/breather/sending unit with the panel screwed down?

If so, I would screw the panel down, caulk the gaps and the recessed screw heads with something like vulkem 116, then glass a piece of cloth tape over the seam. Should you ever need to pull the panel you could just cut thru the glass tape, dig out the screw heads and pull the panel. The caulking will keep the resin from getting under the panel and 'gluing' it to the stringers or the adjacent flooring.

I assume that your floor and panel are already covered in glass cloth?
