If the primer bulb collapses the fuel pump works very well.----Once a motor starts the primer bulb does NOT need to be hard !
I can't get the primer ball to get hard at all it is only gotten hard and maybe twice I started the engine hoping it would suck any possible air from the water separator I am starting to think the possibility is the water separator is mounted too high on the boat

Primer bulbs don’t get hard
Can’t mount separator too high

install clear piece of tubing in fuel line between primer bulb and fuel pump to check for a vacuum leak

Is water separated a new install?
Probably a silly question but if the filter primed?

When you run the motor does it clear up if you keep pumping the primer ball?

What are your compression numbers?
