Fuel Sending Unit

If the fuel sending unit is working good, and the fuel gauge is working good, if I pulled the sending unit out of the tank and manually moved the
float, would'nt the gauge move accordingly??

As long as the sender still had BOTH wires attached, yes....

By removing it from the tank you essentially lose the ground connection. Ground the metal flange of the sender and it should work as you move the lever.
