fuel restriction issue 2000 johnson 150 ocean pro

I am hoping that you guys can help! I have a 2000 Johnson 150 Ocean Pro. Recently, I gave it some gas and the check engine light came on. Most of my research says fuel restriction. When I did try to run it fast, the primer ball was collapsed. I have replaced the fuel pickup tube, the housing for the water/gas separating filter, the hose from the filter to the motor including the primer ball, I have pumped most of the gas out and replaced it as well. When I run it on an external 6 gallon tank it runs great. I have taken the below deck line off of the pickup tube and blown through it and it will shoot out a stream of gas. I am running out of options. What am I missing?

Tank vent or anti-siphon valve

Mine was a bad anti-siphon. Collapsed bulb is typically a plugged vent

Whatever it is, the air that is supposed to replace the fuel the engine sucks out of the tank isn't getting replaced or fuel isn't getting transferred from the tank to the fuel pump! I suppose the engine fuel filter is on the output leg of the fuel pump....if not could be clogged with crud from old engine fuel lines (black bits) or crud from bad OEM fuel line (tan chips).
