fuel primer

i have a 1986 28hp evinrude, question? Is the little red lever on my electric primer to turn on and off my fuel?

No-----The electric primer is a solenoid operated valve.-----When you push in the key it opens.-----Fuel then sprays into the engine for quick start up.------The red lever is used for manual operation of the valve.----You move it to open the valve.---Then operated the bulb on the hose.---Fuel then squirts into the engine for start-up.--------Close the valve for normal engine operation.

The normal ( automatic) operating position is with the the red lever in line with the solenoid body.
