I have an 83 9.9 evinrude that was fouling plugs left and right, rebuilt carb, replaced pull start spring, cam follower and fresh 50-1 gas. Would not idle after carb rebuild so I went ahead and replaced the fuel pump this morning. Runs excellent!! Revs slightly in neutral now, plugs not fouled ect. Which brings me to my one last problem. It jumps out of forward at high rpm, low it works fine. The guy i bought it from said he replaced the impeller so i pulled the lower unit to check the shift rod linkage. Hard to tell if that is the prob. It looks as though he put the retainer that connect both rods in backwards??? Dont know if that would cause problems so i reversed it and made sure that it was adjusted right. Lower unit oil was very milky though, like a vanilla shake. have to flush it tomorrow and refill. Just trying to do the basic's before i shell out more money on this thing. I have searched for info on worn clutch dogs and have not seen many relating to later models (83 and up) mostly pre 79's but who knows heres a video hopefully it loads

Sounds like clutch dog and forward gear are worn and need replacing. When you change the g/c oil, make sure you have new drain plug gaskets.
