fuel filter hookup

I went to crank my 90 horse Johnson older model with 4 plugs,Id say in the 80s.I havent started it in 3 months.It would not crank,just spun over and never hit a lick.Took fuel filter off and cleaned.I dont know if i hooked the fuel lines back up right or not.Fuel filter has 2 hookups.The kind you screw the top off to clean filter.Which line goes to the top outlet on fuel filter,the one next to the screw off top?Would it hurt If i sprayed some starting fluid in carb?Thanks

Can anybody help me.Does anyone know what im talking about.Its the commercial type with screw on top that has filter inside.Does the line coming from tank go on top or bottom of filter.
