Ok- so while the pump was out of the boat I hit it with 12 v. The post had a little spark but did not run and was heating up
I had the new high pressure pump so I tested it and it fired right up. Got to the motor and had my kid turn the ignition and it powered at the connector. I can hear the cool fuel cycle with the key and the other pump out. Since the cool fuel is working I had to assume the relay and power supply was good. So, will get that pump ordered and keep moving forward. If I had more time I would play around with testing the relay- I learned a lot working on this. One thing I do think odd is there is very little mention of the boost pump and on the drawing on this post and other places it just says fuel pump, does not mention ther are 2.

the electrical fuel pump is a bit corrosion and the motor is locked up . also inspect it of the fuel issue components..

The boost pump was a add on item in which Merc was trying to fix vapor lock issues. Was only used for a few years until both pumps where placed together in the same pump housing

In post 9 the drawing is one I grabbed for understanding of how things work. In posts 13 and 32 mention there are 2 pumps for your motor and both are powered from same relay

The FP or pumps power up when key is turned on, therefore there is no need to test the relay, it works
