Fuel coming out of carb

I have a 1987 60HP Mercury OB, 3 cylinder, 2 stroke. I have been having problems with it stalling out after I run it for a couple minutes on high idle, or after I get on plane. I decided to take the fuel pump off to see if it had debris or anything and it was pretty clean. I put it back on, and now when I squeeze the primer ball, fuel comes out the top carburetor. I have taken the fuel pump off several times, re-assembled it according to the diagram, and fuel still comes out the top carb when I prime it. I started it up, it ran for about 10 seconds, and fuel came out the same carb and it stalled out. Any suggestions?

The inlet is sticking on the top carb so you will have to clean the carbs and maybe replace the inlets and check the fuel lines for deterioration
