frozen air valve on gas cap

The air valve on the gas cap of my 1990 3 hp Evinrude won't turn except with pliers. I tried soaking it in WD-40, but that didn't help. Any ideas?

Plastic cap, right? Save yourself a lot of grief by simply getting a new cap.

Yes, plastic cap. I haven't found anyplace that carries a cap for a 1990 Evinrude (E3BRESR). I'm thinking of trying a salvage yard.
