There's probably other solutions, but get yourself one of these Anchor Mates They go for about $50.
If you look closely at the picture, you'll see a flange where the piece is designed to attach to your boat.

Even better, here's a link to that company's instructions for mounting this device, where this picture came from.

And I thought those were only for people in Chicago. :D

If you look closely at the pic above you will see a pully inside the bow. Smaller boats with closed bows sometimes had a system of pullies that allowed for dropping and raising the anchor without the need to crawl over the boat.

Re: front anchor how

I whould recommend an electric unit. Minn kota has a couple models that sell for 200$-300$. I have a powerwinch that I bought 15 yrs. ago. After 15 yrs. of abuse and overworking it, it still works fine except the clutch or gear slips if I pound a wave hard. Mine was rated for 15-20# anchor and I have never used anything under 30#s.

Before you decide what you are going to use as a winch you need to know what type and weight of anchor that will work for the bottom/area/depth you will be using it the most.

Whiteox, The anchormate that was suggested is a good choice. You can run the anchor line along the top of the bow to the drivers seat and install a cleat nearby to tie it off. The excess anchor line can be routed under the bow into a container of some type.

If you go for an electric winch (overkill for a 16 footer IMHO), make sure your battery and electrical system have enough juice. Those units can draw 25+ Amps.
