Have blisters repaired and fillied with west system 105 and silica . Sanded bottom and have 3 questions.
1. Do I have to re gel coat?
2. Can I paint?
3 can I do nothing since. BOat is trailered and not in the water for more than a day at a time?

If you don't mind the look of it..do nothing but for me, at the very least I'd get some Rustoleum Pro Oil Based Paint and at least paint it.

polyester resin (gel coat) will not bond to epoxy resin. And besides, it was the gel coat that caused your blister problem.

Before a good answer can be given we may need to know a little more about your repair process, a few pics would help a great deal too.
