Formula F233 Trim Question

So I am looking to purchase a '72 Formula F233 with twin Merc 165 Inline 6's. The current owner stated he has had intermittent issue with both trim (Alpha Ones). Had banged the motor a few times with success. I looked at the boat yesterday and neither one of them worked. Is this a red flag or an "easy" fix? ( did not get a chance to check power with a meter)

Also, the ram cylinders are currently not connected and freely hanging. Some pistons feel much more bonded in the cylinder than others. Should the pistons freely rotate within the cylinder?
