Yes, the throttle plates should be pretty much horizontal with the throttle all the way forward. If they are not, then I'd look at the throttle linkage. It may need to be adjusted.
My thoughts exactly. I am a race car engineer and am quite familiar with carb operation but have very little time on two strokes. Wasn`t sure if the timming mechanism effected throttle opening depending on throttle position.

Looks like I was only getting 1/2 throttle. Lengthened the link to carbs and I now have full throttle........... and now my starting throttle lever actually moves. I bought this Stratos bass boat ( 275V ) from a family estate. Really didnt know why it was lazy getting up to plane. I even went so far as going from a 13.2 X 19 three blade to a 12.5 X 17 four blade. Have not had it in the water with the new prop yet......... that`s when I got curious and checked for full throttle. Can` begin to tell you how many customer race engines come into the shop with throttle linkages not giving full throttle. Never suspected this boat would be lacking too. Maybe going back to more pitch.
