It's my understanding that boats over 20' are not required to have foam floatation b/c it won't do any good. Many quality boats add foam anyway (my 21' has it). So the manufacturer was permitted to omit it, save some $$, and it may not have helped you anyway. Wear your own foam.
BTW when a 21' with foam sinks, all but 2-3' of bow sticks up. Techinically floating for salvage but not really as far as safety goes. Some smaller boats will actually stay above the surface.
