Foam removal from inside of outboard cover

What is the best and most effective way to remove the old foam from the inside of the outboard cover and do I need to replace it once removed? I was doing a little work today and noticed a bunch of little tannish brown specks inside the motor housing. At first I was uncertain what it actually was it almost looked like sand. When I was putting the cover back on I touched the foam inside and it just rubs into these little sand-like foam balls. I tried to remove it the best I could by hand, but because the material is so fragile and the glue holding it on is so strong, I don't know what the best way to get all of it out. I has to be removed because I am afraid the little foam bits will get sucked up into the motor. Let me know your thoughts.

I did mine when I first got the boat cause I was worried bout the old foam pieces getting into the carbs which they did. I ripped out all the old foam and scraped as much as I could with wire brushes. If it's really sticky (glue) you can try MEK, you can get it from Home Depot, it's nasty stuff tho so wear PPE.
As far as putting back, I don't think technically you need to put anything back but I did want to reduce the noise of the motor so i put back dinaliner which is used on cars to dampen sound.

It's real easy to install with the self adhesive backing and I used a self adhesive aluminum faced flashing material on the joints that I got at Home Depot. Turned out real well and it definitely helps on keeping the noise from the motor down especially in the mid range 2500-4000 rpm.

I just scrape mine off with my beloved stiff, sharp, putty knife? Ya the foam's there for 'noise suppression'. When it starts to deteriorate, it's time to remove or replace.

As mentioned ya don't wanna finda piece of it stuck in the motor.

Ayuh,.... Welcome Aboard,... A 4" grinder with a wire cup-brush will whip it right outa there,...
