You have to really, really tighten the puller down. Some guys use an air impact wrench on the center bolt. Use a penetrant like PB Blaster or Kroil on the taper. Sometimes it takes days for the thing to pop off. Grade 8 bolts are recommended to use with the puller. It can help to whack the puller bolt with a hammer, but don't go crazy and damage the bearings.

OK, here's where the other guys will yell at me.
I have a 2x2 piece of oak that I aim up under the edge of the flywheel, like trying to knock the flywheel straight up off of the taper. Not like trying to pry it up, but knock it straight up. I get it up under the flywheel as best I can, taking great care not to hit the magneto or linkages in any way, tighten the puller as tight as I can (I use a 2 foot breaker bar on the socket) and then whack the crap out of the 2x2, as straight up as possible. Up, not in. I'm trying to knock the flywheel up and off of the motor.
Next step: Heat.

Try using a hand held propane torch keep the pressure on the puller and heat the hub let it heat soak.

If you use heat be careful. Too much heat on a flywheel in the wrong place can screw up the magnets.

had trouble getting mine off so my son and myself took 2 large screwdrivers and pried up on the flywheel while tapping on the center stud with the nut turned down on the threads flush and after a few whacks she popped right off...be careful and hit it square

You can also hit with a hammer the center screw of the puller while it is tightened up!

Thank you all for the "tricks." I have tried most of them and just short of breaking out the sledge hammer (just kidding) I still can't get it removed. I also tried a tri-pod type puller along with the hormonic balance/steering wheel puller. What would be the possible causes it is stuck so tightly?

Could be somebody used permatex thread locker on the shaft. :(
Don't pull the flywheel by the edges. That will ruin it.
