1959 - 60 HP Flying Scott: There is a carb adjustment lever that is ganged to all three carbs. It has a black knob on the adjustment. Is this to adjust the fuel/air mixture to the carbs. How is it adjusted?

Flying Scott oil mixture

I have seen conflicting reports on proper oil mixture for this engine. I have seen 24:1, 20:1, and 50:1. Can someone clarify?
