Some carbs do have the wire clip/spring attached to the needle and float and some does not.
In the carbs with no wire clip the gravitation will handle the needle to open and the float to close.
Two days ago I cleaned my youngest sons Chrysler 65Hp 1977.
It has twin carbs and there are no wire clip in these carbs.
I always check the needle valve function after a cleaning by blowing with my mouth in the fuel inlet and turning the carb up side down and vice versa.
Of cause a wire clip is to prefer but my experience is that the carbs without works very well too, just keep the fuel out from debrise.
