Flame arrestor stud question

So, I'm working on a 1992 4.3LX with the weber 4bbl carb and the flame arrestor stud is completely loose and removeable. Anyway, I'm having a tough time getting it to thread back into the carb. It doesn't appear to be broken (though I cant find the specs for thread depth anywhere), but just cant get threads started.

Then I happen across this random Mercruiser service bulletin (attached photo), indicating that the studs require a stud driver... really? Anyone have any info on these arrestor studs from the 90's?

Ayuh,.... The studs are 1/4"- 20 on the carb end, 'n 1/4"-28 on the nut end,....

Get 2, 1/4"- 28 nuts, 'n ya got a stud driver,... just double nut it, 'n run it in,....

Are these studs stainless? My nu is missing from top of aresistor…I never noticed
