Roscoe, we used to use a similar set up on the Kenai River in Alaska for salmon. A three way swivel and on the bottom eye we used pencil lead stuck in surgical tubing. The idea being if the lead got jammed in the rocks you could pull it out of the tubing. On the other eye we used a leader about 18" to 2 ft long with some type of lure. Usually a cherry drifter or a spin n' glow with a glob of fish eggs on it. We drifted down with the current so there were constant snags. My son and I have used a similar set up for salmon in the lower Niagara River with limited success.
