Fast idle lever should advance the throttle a bit.<br />No shift when lifted is normal, to prevent you from putting it into gear at too high of rpm.<br /><br />If you are not able to advance the throttle, you will have trouble getting her started and keeping it running when engine is cold.<br /><br />What brand or type of control box do you have.<br />Sounds like it is either older than the motor, or not specifically made for it.<br /><br />Most Force controls for mid 90's motors were Quicksilver Commander units. They did not have a lever, but instead had a release button to push, then you advanced the throttle lever.
