So if you have the oval shaped ones I can give you a little insight. There are probably little teflon bushings that go in the holes. There are shafts which go through the holes in tabs on the shutters. Those shafts sit on the bushings and pivot to allow the shutters to open and close. Look at the old ones, maybe they are still there and you can copy how they are in there. You orient the shutters so that when the exhaust gases hit them it pushes them open. One side is bigger, that side goes down with acceleration. And conversely if any water backs in there from a big wave or a throttle chop it will close them off.
Once you "get it" you will think, oh yeah, that's how they work.
