exhaust in the powerhead cover

I apoligize for my earlier post i see now i should have put the problem in the topic.<br /> I have a 1971 50 HP johnson electric shift. It has 150 LBS. compression in both cyls. i have changed the coils, and the power pack. The spark seems fine ,strong and steady. I know to only adjut the carbs in the water under a load and not with the earmuffs. I have done that. I can get the engine to run fairly good at low rpms and fine wide open. But as soon as i put the cover on it goes away ie( misses bogs ruff idle. ect) I know there are 6 holes under the lift handel and they are all open. the only thing i can think of is there is exhause leaking up into the power head area and chocking the carbs or the fact that i dont have that metal cover that goes over the front of the carbs and because of that im changing the air flow when i put the cover on. Can any one tell me if the exhause can get up there and if the carbs are designed to be restricted ?

Could also be a spark plug wire shorting out to the hood latch.
