Exhaust cover bottom bolts

I have a 1982 60hp Johnson and I'm finding it difficult to remove the bottom 2 bolts on the exhaust cover. When backing out they are digging into the cover and I wonder if I do get them out, how will I get them back in? Does anyone have solution?

I would say you are supposed to remove the powerhead first. Unless you want to get violent and drill some holes in the cover. Egad, did I say that?
