excessive unburnt oil on prop exhaust

2003 Johnson 150HP J150pxstm (carb with vro) What would cause excessive oil use? I noticed that when I had the engine idling for a short time I had a little more smoke than normal, oil/ water mix on the grass, and a good amount of thick oil on the inside of the prop at the exhaust. The oil Primer bulb is hard as a rock.

First start of the year?
Did you drain the carbs the end of last season?
Fuel left in carbs evaporates leaving a carb bowl full of oil

Run it....out on the lake, river or ocean, then test.
