evinrude tilt and trim

tilt and trim not working ,,i can here motor running.not leaking any where.fluid is topped off with motor in its up most position

You did not supply a HP and year, but most PTT units are topped off, when in fully up position. Sometimes you need to help them tilt by lifting them. Lock them up, wait a few minutes for the air to bubble up and refill the reservoir. Now cycle them down and up, and wait a few minutes. Fill reservoir and repeat cycle, until PTT works smoothly.
