Evinrude keeps flooding

I have a used 1991 17' Bass Tracker Boat with a 60HP Evinrude 3 cyl, 2 cycle. The engine has minimal hours on it yet when I try to start it, it floods very easily. I have checked the spark and changed the fuel. I would appreciate any help anyone can give me

When you squeaz the primer bulb, does gas run out of the carb?

only if I get too over zealous with it. It seems to run better when I flip a red lever next to what looks like some kind of solenoid. Is this a manual choke of sorts? Maybe I'm trying to run it with this choke "on"

If you pull the cover off the carbs, you can see the choke flaps. Move the lever and see which way is choked and and which way is off.<br />It might start better when choked, put it won't run very well.<br /><br />Good luck

The solenoid with the red lever is a primer solenoid which is activated by the chock at the key switch, off (auto) is when the lever is in line with the solenoid if you have it in manual fuel will constanly go into the intake manifolds.I think that is the right postion you can ck pull one of the hoses off the top of carb.
