Evinrude 40 blowing fuses

Evinrude Tracker 40, 1991 model runs fine in tank but when I put it in the water and turn the key it blows the 3A fuse in the black box on side of engine. Any help? There is a small selenoid at the top of the black box that has a frayed purple wire. Could this be the cause?

I don't know if the frayed wire is causing the fuse to blow or not but I think I'd go ahead and fix it.<br /><br />c/6<br /><br />Hooty
