I would swap the coils and see if the problem follows. If you know the top had better spark and you swap the coils then the bottom would have better spark. You may just need to clean the connections real well.

I check the coils again and they were failing equally... ( I have it out of the water now so could check easier as it was occurring)
I cleaned the connections with the same problem occurring.
Would this point to a power pack problem?
If so, I guess I need to pull the flywheel to access?
I really appreciate the feedback..

yes, on your year/model the flywheel has to come off to replace the powerpack

I replaced the power pack and so far, so good....But......
it appears the flywheel was touching the magnets and the power pack.
The sensor strip on the outside of the power pack was peeled off...
There is about 3 thousands of an inch play on the shaft.
I mounted the power pack closer to the inside and away from the flywheel.
I filed the mounting holes bigger on the power pack so it would not touch the flywheel.
The kit to remount the pack on side of the engine was out of stock..
I guess the question is, is the motor setting itself up for a catastrophic failure, since there is
play in the bearings?

The flywheel will occasionally barely scrape the magnets so that is not a concern. If you have much play, then yes, you are going to have problems due to the wobble on your flywheel. If it is able to get out of it's orbit then it can and will scrape/rub things and ruin them. I know there is not much room under there but try to route your wires and push them down as low as you can.
