Evinrude 1993 20HP cutting out and needs choke

hi, took carb off to clean and engine seemed to work after 10 or so attempts at starting.

After 5 mins it cut out and couldn’t get it started again.

suggestions?

vent open... ?
does hand pumping help ?
did you blow test the carb before reinstalling ?? air goes in upright NO AIR goes in upside down
sounds like the inlet needle getting stuck shut ...
