Those weird holes were filled with small pins which tried to keep old broken cover together. Same idle problem appeared after installing a new cover before I filled the holes by cold welding. I have to check the gasket although I'm pretty sure it's a correct one.

The old cover was a little bit different (the broken one left in figure), but it was replaced by this new one and the gaskets are same (old and new). I have no idea how these all passages are working, but I am gonna clean them and hope the idle circuit will work.

The motor won't idle ?----What trouble shooting was done other than blaming the carburetor ?

Nothing, since it was idling before changing the broken cover and cam follower (it was sliding, not rolling and not giving any trottle at start position).

I suspect it is not supposed to open the Carb at the Start Position. The Timing advancing is what gives the Higher Speed at Startup.

Yes, the cam follower touches the cam at sync mark when tiller handle is in start position. At this position carb should just open a tiny bit or not at all. I adjusted cam roller to advance a trottle a bit more. I think I cannot change the link and sync any other way?

How important is the air silencer seal for this Evinrude's idling? It may run a bit lean as more air is available, but I guess it is not an issue (seal was missing).

Evinrude is not yet idling. I cleaned the carburetor, but it still idle only with choke. I started to think about the carburetor cover gasket (in the kit there are usually three different gaskets), if it is not the correct one. Anyone here who could see this from the pictures above?

The conclusion here is that the new cover does not fit the carburetor. So, I got one older carburetor and everything is fine now. I was told that the carburetor now is from 10 Hp, but I don't know.
