Evinrude 100XP Tilt/Trim Issues

I have a 1990 outboard Evinrude 100XP. I have read and followed every forum suggestion I could find with regards to fixing the problem of getting the tilt to trim the motor down.
The trim switch on the motor and the side of the pontoon work just great both up and down. The trim switch on the throttle is the problem. I have replaced the trim motor, both trim relays, and the throttle trim switch. The up switch on the throttle works great but again the down switch refuses to work. I have cleaned the relay connections. I think I am missing something very simple but it just does not occur to me. Any more suggestions?????

Have you traced the wire from the switch all the way to the trim motor?

It should be the blue wire from the control switch.trace it to the connection on the trim solenoid,or run a temporary wire in its place and see if the down function works.
