Eska 4.5 horse questions

I have come into possession an old eska 4.5 horse. I have spark and the carb was cleaned out. If I spray fuel directly into the carb it will run but will not run of the internal or external tank. Any help or ideas are very much apreciated.

1974 model does it have a lean and rich knob? if so turn them in clock wise then out 1 turn each and adjust from there
