Epoxy type to use in water jacket

Any pictures of damaged area ?
1st picture top center: drill bit hole through bolt hole into water jacket.
Bolt hole is on exhaust side.
Seeking water flow diagram for this 1970 4HP.
2nd and 3rd pictures show water circulation ports in water jacket.
No visible water circ port inside exhaust cover.
Wish to test water circulation from point of water tube intake through powerhead.
What is best way to test with head and exhaust covers removed?

If that was the only block in my workshop I would use an endmill to open that up.----Weld in an aluminum plug.----Drill and tap for the original 1/4-20 hole.-------Or I would simply replace the block from any number of parts motors.

Can you tighten a bolt ( 1-4-20 ) in that hole now , yes or no ?----If you could tighten a bolt ( 80 inch lbs ) in that hole now I would not worry one bit about water circulation !-----Just fill it with JB weld and be done with it.-----
