Engine wont start when in neutural

I have a 2004 sea ray 20 foot sundeck with a 5.0liter mercury, EFI. When the boat is in neutral the boat wont start, it fires but wont run. When I push the button on the throttle handle to disengage the transmission. I can start it no problems and run the boat at 560 rpms. Any ideas. I checked fuel pressure and I get about 38lbs at the fuel rail. I have change the water fuel filter.

sometimes it helps to advance the throttle only when starting and idle should be closer to 750 in gear not 560

Thanks the problem is when i start it after i advance it, when i put it back in neautral it dies.

yep I have removed that and will pick up a new one tonight. I was reading on this it says when it fail it on my smartcraft it will alarm. It never does. Anybody ever have one of these fail and not alarm?
