Engine stalls when I put it in gear

I have a 1982 Mercruiser 470. When I am running it on the trailer with the water muffs it does fine when it is in neutral. But when I shift it into gear it stalls out immediately. Is this some sort of safety feature to keep the prop from spinning while the boat is on the trailer, or do I have some other sort of problem?
