Engine stalls sometimes going from neutral to forward

I have a 1985 Mercury 90hp inline 6. The engine runs strong and usually idles well. The problem I have is that when I go from idle in neutral to forward it stalls. This usually only happens when I am leaving a dock and there are people watching . The problem becomes a problem when you add any kind of current (river/tide) into the situation. Passengers and other nearby boat owners especially like that!! Any suggestions?

As I am reading through the similar threads, the overwhelming responses seem to lean toward low idle speed in gear, they are saying around 800rpm for other brands. Is this the number I am aiming for in my Mercury also?

My 3 cly 90 manual says 675 approx in F gear in the water.....i.e. under load. Anything around 1000 or less would work for me. Main thing is you don't want to get it so high as to cause unnecessary gear clunking when shifting.....that is really your upper limit criteria.

Clymer manual states 500-600 in gear:
