engine identification

I'm stumped getting this motor identified. Photos attached. Serial no. tag is located on the swivel bracket aft end starboard but the number is illegible. see photo. Embossed identification numbers are located on the forward end starboard swivel bracket. see photo. also included is a pict. of the trim tab bolt mounting surface since it identifies the lower unit and I need a water pump rebuild. side view shows MERC logo on engine cover.
This motor has low compression: no.1 = 100psi, no.2 = 110psi, no.3=110 psi. It's mounted on a 17 ft. 1994 War Eagle welded alum. boat in good shape. She idles rough and struggles some to get on a plane but once up on a plane she purrs at 2500 rpm and 23 mph.
water pump quit on the last startup while idling, so no harm done. Is there any hope for this motor with compression so low? I'm not willing nor able to rebuild it, but would have the water pump fixed. Any sage advice would be much appreciated. Another option, of course, is a new motor which might be the best choice anyway. Forgot to mention, I just bought the boat and motor.

From what I can make out If the serial number ends 78 (0G086278) then it would be a 1994 90HP ELPTO, Model Number 1090412PD (3 cylinder?)

Thanks for all the info. It is indeed a 3 cylinder motor. And thanks for the extra effort making out the serial number from that picture. I didn't even look at the picture because I couldn't see the numbers with the naked eye. Now that I'm studying it and have blown it up, I see that it is in fact 0G086277, not 78. Does that make any difference in the HP, model number, etc?
Do you care to comment on the 110, 110, 100 psi compression? I understand those are low readings but don't have enough experience with old Mercury motors to know if it's a hopeless case or if it might possibly keep running for another few years without a rebuild.
