No, the outdrive needs to be removed to replace it. That said you might be able to adjust the cable enough to work. Look in the sticky threads for adjustment of shift cable.

I should be doing the bellows soon too really. Played it lucky too long.
I had a torn exhaust bellow for two seasons, but driveshaft bellow only had some light fraying on the OD of it where it rubs the gimbal ring/hinge pins... I think the bellow gets hard as time goes on and rubs vs flexes. Shift bellows was ok... says something about OEM bellows.

If it hasn't been done it is a good time to go through the transom - all 3 bellows /shift cable/ trim switch and sender... use OEM merc parts and they will last just as long.

Thanks Scott06 - You mentioned 3 bellows /shift cable/ trim switch and sender. Should I replace all these? What about the anodes? Anything else while I am in there?

If annodes are depleted yes.

includes bellow gimbal bearing water and oil hoses. etc would do trim sender/limit switch, bushings on trim cylinders if worn , shift cable

Pressure test drive and do impeller in drive. Check hinge pins and ginbal ring pivots for wear as well.

Has any of this been done over the years ?

Full impeller kit in the drive also; shift shaft bushing/seal upgrade if it's the older style. Watch this video to see what I'm referring to:
