Engine Cover Problem

I have a 1989 Mariner MagII (150hp) engine on my boat. In rough water the engine cover starts to come off. I'm always stopping and trying to put the cover back on. On several occasions I have lost the retaining clips and had to limp back to the ramp with out the engine cover on. Is there an easy way to fix this problem ?

Bungee cord might do in a pinch....As for the permanant solution, I don't know....Are there parts missing?? If you go to mercruiserparts.com you can find parts there for the hood.
