empty thermo. housing? 69 6hp

ok everyone has been very helpful thanks but i put in a new rewind spring and the parts for the water pump havent came in yet so i decided to look at the thermostat took out the three bolts pulled the cap off and this is what i see

does there have to be a thermostat... also this is the only part of the motor that the paint is chipping off it looks like the housing got hot does that mean any thing
