In all probability, either the ignition switch is shorted out..... or you have a faulty kill switch.

FYI..
Followed service manual to troubleshoot keyswitch and everything tested like it was supposed to. When disconnecting the black/yellow plug at power pack the motor starts and runs fine, but will then not shut off (had to pull spark plug wires to shut it down).

What is the proper way to bypass the kill switch? After doing some searches here on the forum, it appears that the proper way to bypass the kill switch for testing purposes is to cut the black wire. Can someone verify this?? If so, Road73runner, have your neighbor clip the black wire on the kill switch and try starting it again. Tying the wires together doesn't bypass it I don't think. hopefully someone can verify this...

From where you disconnected the Black/yellow at the power pack all the way to the ignition switch, you need to find where the insulation is comprimised and that circuit is finding ground. Check for rub points in the engine compartment. A continuity test from point to point along that circuit will not help if the insulation is rubbed/burnt off and the bare wire is laying on the block. Yuo could also simply run a new wire from pack to switch.
Good luck

Removing the kill switch, then tying the wires together is the same as engaging the kill switch. My previous reply stands.... nothing I can add to that.
