Elec shock/short when rains or rough seas

1996 48hp She runs and starts good but if it rains or there are rough seas, then she dies and won't start till the short dries. I also get shocked when i touch the throttle or any other metal parts. Battery is covered. Any help is appreciated.

Take a good look where the wiring harness enters the engine. Also, look where the wiring harness runs along the boat and joins the control box.<br /><br />In addition, look for bare/pinched wires near where the hood latches operate.
