Early 200 low on torque?

I have an early 200 black max 1979? compression is 130 across the board, carbs are fresh and verified, new boyensen reeds, it is on a very small light boat 15', it is propped with a 20 P 4 blade and easily hits 6000rpm has great midrange and top end but seems to lack the punch out of the hole when towing 1 bigger skier on a single ski water start. Is there any way to get bottom end out of this engine? Retard timing? Lean out the low end jets?
Any help would be super appreciated. Dave.

Likely the engine is pulled deeper under causing more back pressure, add a set of trim tabs to add more lifting surface to hull.
