Idle too low or need to open low speed jets if carbureted is usually the cause of this.....only hot does add some intrigue.

What rpm at idle in the water???? Sounds like the idle is set to low.Normally the revs drops around 200 or so from idle to in gear.

Not a bad drop. My manual says 675 +/- 25 in the water in F gear....which means it's under load. This will translate to 800-900 unloaded, maybe 1000. You want it high enough to stay alive under load and low enough to prevent shifter wear.... audible, loud, klunk and boat lurches forward when shifting sort of thing.
